JIS B2220 material groups and ASTM reference materials
JIS B2220:2012 does not rate flanges by a steel name alone. It sorts materials into numbered groups and then rates each group in Table 11. Table 5 defines the specified material groups — 001 to 023b — and lists the JIS rolled steels, steel forgings and steel castings that belong to each one.
Table 6 is informative: it lists ASTM materials regarded as equivalent or superior and gives each row a reference material group number, 1.1 to 2.3. Table 11 uses both numbering systems side by side, so the specified column points to Table 5 and the reference column points to Table 6.

Specified JIS materials by group number (Table 5)
Some group numbers carry an a or b suffix (003a, 021a/021b, 022a/022b, 023a/023b); the suffix separates variants that are rated under the same reference group. Group numbers are three-digit codes, so 001, 002 and 003a are distinct groups even though they share reference group 1.1.

- a) SS 400 of JIS G 3101, and SF 390A and SF 440A of JIS G 3201, must have a maximum carbon content of 0.35 %.
- b) S 20 C and S 25 C of JIS G 4051 are inspected to JIS G 0404; tensile strength must be at least 400 N/mm² for S 20 C and at least 440 N/mm² for S 25 C.
The same group number covers the rolled, forged and cast grades in that row. A dash means no grade of that product form is listed for the group.
Reference ASTM materials (Table 6, informative)
The reference groups follow the ASTM pattern: a carbon-steel group 1.1, low-alloy groups 1.5 and 1.9, and austenitic groups 2.1, 2.2 and 2.3. Table 11 gives one set of pressure ratings per reference group.

Table 6 is informative. It records ASTM grades that the committee treated as equal to or better than the JIS grades in Table 5, using the reference group numbers that appear in the Table 11 rating rows. The ASTM standards shown are listed in Annex G of JIS B2220:2012.
How the two numbering systems pair
The pairing below is the one used by the material group columns of Table 11. A flange made from a JIS grade is rated under its specified group; a flange made from an ASTM grade is rated under the equivalent reference group.
- 001, 002 and 003a → reference group 1.1 (carbon steel). Group 001 appears only in the 5K and 10K rating rows; 002 and 003a appear at every nominal pressure from 5K to 63K.
- 013a → reference group 1.5 and 015a → reference group 1.9 (low-alloy steel). These groups appear only in the 30K, 40K and 63K rows of Table 11.
- 021a and 021b → reference group 2.1; 022a and 022b → reference group 2.2 (304 and 316 families). The a/b suffix separates the wrought/forged grade set (a) from an additional cast grade (b); both share one reference group.
- 023a and 023b → reference group 2.3 (304L and 316L). Table 6 lists no cast equivalent for this group.
JIS B2220 material groups — questions
What is the difference between material group 001 and reference group 1.1?
001 is the JIS specified material group — SS 400, S 20 C, SF 390A, SFVC 1, SC 410 and SCPH 1. Reference group 1.1 is the ASTM-based group used in the Table 11 rating columns for A 515 70, A 516 70, A 537 CL1, A 105, A 350 LF2 and A 216 WCB. A flange made to the JIS grades is rated under 001; a flange made to the ASTM grades is rated under 1.1.
Why do some material group numbers have an a or b suffix?
The suffix separates variants that share a reference group. For example, 021a covers the wrought and forged 304 grades plus cast SCS 13A, while 021b is the cast grade SCS 19A; both are rated under reference group 2.1. Table 5 states exactly which JIS grade belongs to each suffix.
Can I substitute an ASTM material for a JIS material?
Table 6 is informative and lists ASTM materials known to be equivalent or superior, but the purchaser still has to confirm the grade, the mechanical properties and the Table 11 rating. The group numbers are the bridge: check Table 6 rather than assuming that a similar-sounding ASTM grade maps to the same group.
Is S 20 C allowed for a 16K flange?
S 20 C belongs to group 001, and group 001 appears only in the 5K and 10K rows of Table 11. A 16K flange therefore needs a material from group 002 (S 25 C, SF 440A, SC 480 or SCPH 2) or a higher group, subject to the division assigned by Table 12.
